When Flor Marcelino first arrived in Canada from the Philippines in 1982, she carried two things: a young family and a determination to build a better life. Settling in Winnipeg, Manitoba, Flor and her husband had to work tirelessly to support their family. She took on jobs far below her qualifications, all while balancing the responsibilities of motherhood. But Flor didn’t see struggle as a setback—it became the soil where her resilience grew.
She also immersed herself in community life, volunteering with Filipino associations, cultural groups, and immigrant support organizations. For her, community wasn’t a side activity—it was a calling.

In 2007, Flor achieved what no one had before: she became the first woman of colour elected to the Manitoba Legislature. It was a historic moment—not only for her, but for every immigrant who had ever felt invisible.
As an NDP Member of the Legislative Assembly (MLA), Flor represented the riding of Logan. She later served as the Minister for Culture, Heritage and Tourism, and Minister for Multiculturalism and Literacy.
